The cheapest (and often best) way to create bonsai is from a shrub or small tree. I often buy these from a nursery or garden centre and style them the way I want.
If you prefer to get bonsai delivered to your door there is eBay! However I do recommend that you go to collect the bonsai tree yourself if buying from eBay to make sure that it gets delivered in one piece. Bare rooted trees can be picked up from eBay fairly cheaply but these are only available in the winter when the trees are dormant.
